We are seeking an experienced  Power Platform Citizen Developer Lead to Build and run a sustainable, governed Power Platform maker ecosystem that lets business teams safely create their own solutions while staying within enterprise guardrails.

The role combines hands-on platform engineering with strategic enablement: designing the environment and governance foundation, defining the citizen-developer operating model, and growing an active, value-driven maker community.

Success means more business value delivered by makers - with controlled cost, security, and quality.

 

Responsibilities:

 

  • Define and own the environment strategy (dev/test/prod separation, default vs. managed environments, environment request and provisioning process) for Power Apps, Power Automate, and Copilot Studio.
  • Establish the consumption and billing / FinOps model - license / pay-as-you-go models, capacity allocation, cost attribution to business units, and budget monitoring.
  • Manage access and training - role-based access, and the learning paths that qualify business users to build.
  • Configure platform tenant settings, connectors, and data loss prevention (DLP) policies as the technical backbone of the program.
  • Set clear, documented guardrails for citizen developers - what they can build, with which data and connectors, and where IT involvement is required.
  • Stand up monitoring and alerting across environments to track usage, risky patterns, orphaned apps, and policy violations.
  • Define and operate an Application Lifecycle Management (ALM) process - source control, solution promotion, versioning, and decommissioning - so maker-built solutions remain supportable and auditable.
  • Balance enablement with control: keep the platform open enough to drive adoption while protecting against shadow IT, data exposure, and unmanaged sprawl.
  • Define and segment the maker population (casual makers, business champions, pro-dev partners) and the onboarding journey for each.
  • Design onboarding journeys that move a new maker from "interested" to "productive and governed" with minimal friction.
  • Build and curate reusable components, templates, and reference solutions that accelerate value-focused development and reduce duplicate effort.
  • Ensure all technical and governance setups are aligned with Enterprise Architecture, IT Security, and Legal - embedding their requirements into environment design, DLP, and the ALM process rather than retrofitting them.
  • Act as the bridge between business demand and IT standards, translating governance requirements into practical guidance makers can follow.

 

Requirements:

 

  • Both hands-on technical experience and strategic experience standing up maker enablement in enterprise organizations (this is non-negotiable for the role).
  • Deep practical knowledge of Power Apps, Power Automate, and Copilot Studio, including environment management, connectors, and DLP.
  • Demonstrated experience designing governance, ALM, and FinOps models for low-code platforms at scale.
  • Track record building and growing maker / citizen-developer communities and onboarding programs.
  • Strong cross-functional collaboration with architecture, security, and legal stakeholders.
